Recognizing that the UN has made a leap forward by establishing a Peacebuilding Commission, this parallel body would hold it accountable and provide a framework for the voices of global youth to be heard within it.
The Never Again Peacebuilding Commission, working by consensus, will track the agenda of the UNPB as well as attempt to feed into it by highlighting issues of concern. the body would emphasise the importance of conflict prevention and the cyclical nature of conflict.
NAPB would expect the protection of all citizens of the world, without distinction.
Roles and Functions
The NAPB would be a global special interest group and work within Never Again itself by wiki, email and personal meetings. it has been proposed that the Rwandan office of Never Again would be the full time peacebuilding secretariat, since many of its existing projects fit in well and is in a post-conflict area.
Its members would work collaboratively to perform the following functions:
- Track the work and agenda of the UNPH and its associated bodies, in particular the security council.
- Respond to the UNPB, through an elected representative, on issues of concern to NAPB members.
- Lobby the UNPB and its key agenda-setters, through the representative, on issues of concern to NAPB not being addressed by the UNPB or its associated bodies.
- Feed responses and information back to members, creating a dialogue between global youth and the UN's peacebuilding capacity.
- Offer a framework for youth in conflict areas to alert the UNPB of emerging or worsening situations.
- Offer expertise and knowledge to the UN, as the global youth with experience of peacebuilding and reconciliation, at times when it may be required.
- Highlight existing or potential Never Again projects that are in harmony with UN priorities and aid replication of good practice.
- Work within members' own nations to promote intergovernmental peacebuilding, lobbying governments where they have influence over the UN agenda and raising the profile of the UN peacebuilding capacity amongst civil society.
- Develop a methodology for building a peaceful global society and show the UN the value of democratic participation in peacebuilding.
